Title:  Has Human Activity Increased Hurricane Activity?

 Abstract:

The record hurricane season of 2005 kept many wondering whether global warming induced by human activity has indeed caused more and more powerful hurricanes on earth. There have been heated debate on global warming and its impact on hurricanes among scientists, politicians, as well as ordinary citizens.  Those believing in global warming and its effect on hurricanes listed observed increases of intense hurricanes in recent decades. Such trends occurred globally and are consistent with the warming trends seen in tropical oceans. Theoretical results and complex computer models also support the notion that increased sea surface temperature can lead to stronger hurricanes.  These results prompted some news media to claim that high emission truck and SUVs contributed to the occurrence of intense hurricanes such as Katrina. Is there any scientific base for such a claim?  Scientists who hold an opposite view argue that there is no conclusive evidence suggesting a link between the use of fossil fuel and hurricane activity. Reliable climate records are too short to conclude that there is a link between global warming and hurricane activity.  In this presentation, I will present both pros and cons on the debate about the link between global warming and hurricane activity, and suggest an appropriate approach for regular citizens.                        

Profile of Prof. Lian Xie 

Dr. Lian Xie is a full professor in the Department of Marine, Earth and Atmospheric Sciences, North Carolina State University. Dr. Xie is an expert in hurricane and storm surge prediction. As a member of the U.S. Weather Research Program Prospectus development Team on Landfalling Hurricanes, he helped to formulate the nation’s hurricane research plan. He served as a principal or co-investigator for over 20 externally funded research grants with a total funding exceeding $10 million. Wining two awards from the National Weather Service, he helped to improve the forecasts of hurricane storm surge along the coast of North Carolina, saving lives and reducing property losses. His research results were published in over 100 refereed scientific papers, book chapters and conference proceedings. From 1992 to 1998, he served as the Coordinator for the Inter-institutional Ph.D. Program in Marine Sciences between NCSU and UNC-Wilmington. Dr. Xie has been actively engaged in international exchange programs with China. In 1999, he was selected to represent the United States Department of Commerce’s National Oceanic and Atmospheric Administration to coordinate the 20 year anniversary celebration of the U.S.-China Bilateral Cooperation in Atmospheric Sciences and Marine Fisheries. He is an active participant of inter-institutional exchange programs between NCSU and universities in China. He is a Visiting Professor at the Ocean University of China, Chinese Academy of Meteorological Sciences, and Shanghai Typhoon Institute. He served as the scientific advisor for the Beijing Urban Environment Research Program to help Beijing improve its air quality in preparation for the 2008 Olympics. He organized the Sino-U.S. Workshop on Dust Storms and Their Effects on Human Health in November 2002 which was jointly sponsored by NIEHS, USDA, DOC, EPA, and NASA, and coordinated the 2004 Beijing Environment Forum sponsored by Beijing Environment Protection Agency and 2008 Beijing Olympic Organizing Committee. Dr. Xie is also actively involved in volunteer services in the Chinese American Community. Working with other community leaders, he helped to arrange for the visit of Chinese Ambassador Jiechi Yang to the Triangle area in Spring 2005, and participated in the arrangement for Chinese Ambassador Zhaoxing Li and Daoyu Li to visit the Triangle region in earlier years. He helped to establish the Chinese American Friendship Association at the Triangle Area (served on its Board of Directors), and the Raleigh Academy of Chinese Language (served as Vice Principal and Principal). He is the Executive Director of the new North Carolina China Center opened on February 18, 2006.                              

人类活动与台风                                   

摘要     近来, 由于人类活动所造成的全球变暖对台风活动可能造成的影响引起了社会 各界的广泛关注和激烈辩论. 认为全球变暖可以显著加强台风活动, 并已经导致了 更强烈的台风活动的一方(正方),  主要依据是: 1) 全球热带气旋在过去三十年总 体有显著增强的趋势, 而且这种趋势与热带气旋发生发展区域的海温升高趋势相吻 合;  2) 全球热带海温升高似乎是唯一能一致地解释全球强热带气旋(4-5级飓风强 度)在过去三十年在不同海域显著增加的因素; 3) 全球热带海温升高可以从理论上 说明强热带气旋增加的物理机制;  4) 动力模型显示, 在全球变暖气候背景下, 强 热带气旋发生频率有增加的趋势据此, 一些媒体宣称, 日益增加的大排放的SUV 可能是造成去年KATRINA飓风的原因之一.     开卡车和SUV的人真的应该对KATRINA所造成的损失负责吗? 反方则认为, 全球 变暖对热带气旋的影响没有正方所显示的那么明显, 至少到目前为止尚无充分的证 据表明全球变暖已经造成了更多的强热带气旋反方的主要依据是, 1) 三十年的 资料太短, 无法说明长期的热带气旋变化趋势. 如果分析更长的资料则会发现正方 所看到的趋势其实只是一个长周期的一部分, 历史上也出现过与过去一, 二十年相 当的强热带气旋异常活跃的年代;  2) 过去三十年强热带气旋增加的趋势可能是观 测手段改变和对气旋强度确定过程中所造成的误差的产物. 对七十年代的热带气旋 资料进行重分析发现那时的热带气旋有不少其实比现有资料显示的要强; 3) 动 力模式的试验结果显示, 即使在2CO2未来气候变暖的背景下, 热带气旋的强度变 化也远比正方所显示的结果要小. 由于全球变暖同时使对流层上部增暖, 大气稳定 度的增加和大气热机效应的效率降低将完全或部分抵消海温增暖对热带气旋的强度 变化的影响;  4) 气候系统的内在周期变化可以解释过去三十年的热带气旋频率及 强度变化.       这里, 将用通俗易懂的方式提出当前台风气候研究的主要困难和问题以及作 为普通百姓, 人们应该如何对待全球变暖和台风问题

海闻副校长在第二届全美北大校友会代表会的总结发言

根据代表们刚才的建议和提出的问题,总结一下。 主要是提出会议结束后回去要作的工作,我代表学校基金会和校友会在此表态,两年后大家来检查。各地校友会也要有承诺和计划,两年后也要汇报检查落实情况。
关于基金会筹款:基金会在北美的筹款工作应立足于长远目标,目前主要做好基础工作,增强校友对母校的感情。筹款工作也不只是在校友中,还希望通过校友来接触美国主流社会,通过校友来帮助母校在北美的筹资。
关于校友工作:学校要进一步加强与校友和各地校友会的联系。要建立更多校 友会,现有的各校友会也要扩大影响,增加会员。不只是人数的增加,要搞好活动和服务,工作要扎实。和校友之间的联系要更广更深。大家提到有
500多在北美 高校任教的校友,这的确是一支重要的力量,北大建世界一流大学很需要这些校友的参与和支持。
关于各地校友会的工作:
各地校友会的组织结构要健全,要有会长和理事,要有章程来保证校友会领导的职责。机制上保证连续性:会长由理事、骨干中产生,老会长留任理事。
各地校友会领导要做好母校与校友之间的联络和沟通工作,与会代表有责任回去传达会议精神,也要及时向母校反映校友的意见和建议。
各地校友会要协助母校扩大在美国的影响,加强向当地华人的宣传工作。
各地校友会还应加强互相之间的联络,除了两年一次的全美校友会代表会之外,平时也应通过网络等形式互相沟通。
最后,希望各位能够为本地校友做好服务工作,工作做得越好,凝聚力就越大。大家都很辛苦,但还是要提倡一种精神,实干,为校友会奉献,核心层要做好。
关于会议中讨论的一些具体问题:
账号问题。有校友会提出要单独申请免税账号,具体做法可通过律师或相互取经,也可以先用北大基金会在北美的账号,北大基金会可以为校友会设立分帐户,将分会的筹款返还分会开展活动;学校不允许设立另外的基金会,这是北大基金会北美理事会的决定,为了维护北大的利益,防止被利用。
落实承诺。赵平提出的百年校庆承诺捐赠
100元的名册的问题,回去会查,并向大家作个汇报。也希望大家及时与基金会直接沟通,保持交流渠道畅通,帮助基金会做好工作。
外籍校友。重视在北大留过学的外国学生的联络工作:我们已经在做了,要和有关部门配合,争取在一年内基本建立北大留学生校友库。
北美校友子女夏令营。为北美校友的子女举办夏令营(密西根彭程提议)是个好建议,既是为校友服务,又能增强校友子女对北大的凝聚力,我们回去落实一下,可以由北大校友会组织,费用自理。校友会不是赚钱,但也不能赔钱,如果搞的话,争取今年就上马,但一定要做好宣传工作,这是一项服务。
学术论坛。北加州校友会提到的学术论坛的建议,可以与北大学者访美的机会结合起来。今后学校校友会尽量将北大学者访美的信息通知大家,各地可酌情接待和安排学术讲座。
北大乒乓球队访美。北大乒乓球队访美的建议,可以先做方案,具体由石新平先策划,时间可考虑在
2006年底。
中西部和南部校友。部分代表呼吁学校更多地关心中西部和美南校友,初步考虑
2007年或2008年艺术团再次访美,会考虑到这些地区访问。
北美校友会代表大会。北美校友会代表大会现在仍定两年一次,有代表提出一年开一次大会的建议,条件成熟时可以考虑。今后的代表会要加强宣传,各校友会争取来两人,还要让所在地的校友尽量参加。下一届代表大会地点于近期通过通讯表决后确定。
校友捐赠。
我爱母校奥运场馆的捐赠活动还要再推动一下。钱并不是太多,主要培养一种乐为母校捐款的风尚。这项活动在国内开展得比较好,希望在美的校友也能积极参与。
我们这次校友工作会议开得很好。大家进行了充分的交流,也提出了许多宝贵的意见和建议。现在的关键问题是怎样落实。我们要回去落实,各位也要回去落实,下次开会一起来汇报。
